The stakeholders were involved continuously in Stage A and Stage B through regular discussions, interviews, and workshops, which will be described in detail elsewhere. The steps colored in blue are described in this paper and the final steps relating to implementation and evaluation colored in green are in progress and will be reported in subsequent papers.
